Position Title: Contract Program Manager
Location: Liberty Township, PA (Hybrid)
Clearance: ***Active Secret clearance required***
Salary: $125,000.00 +
Position Summary:
The Program Manager serves as the prime contractor’s representative, providing leadership, operational oversight, and strategic direction for the RRMC IT program and related service contracts. The Program Manager is responsible for managing project schedules, budgets, deliverables, contract administration, logistics, and team performance while maintaining strong relationships with government clients, subcontractors, and stakeholders.
Essential Duties & Responsibilities:
- The PM will be the prime contractor’s representative.
- The PM will maintain working relationships with the Government client and other contractors while providing leadership for the RRMC IT team.
- The PM will focus on schedule, milestones, and project deliverables. The PM directs and oversees the project team and works closely with the Government client providing interim and quarterly program review documentation on a monthly and quarterly basis, respectively.
- The PM will also manage the transmittal and Request for Information (RFI) process, change orders, and “punch list” items in addition to developing the project schedule and the critical path requirements.
- Experience in management, budget development, strong communications and briefing skills, and strong interpersonal skills.
- Provide logistical support by tracking components and deliverable end items and compile monthly acceptance reports.
- The PM shall consolidate delivery schedules by fiscal year, components, support equipment and manufacturer.
- The PM shall maintain and track material inspection receiving reports status reports of system components and support equipment.
- Manage the transmittal and Request for Information (RFI) process, change orders, and “punch list” items in addition to developing the project schedule and the critical path requirements.
- The PM shall prepare DD-250s for government review/approval, as required.
- Assists in proposal support including contract negotiations, preparation of proposal content, reviewing and developing statement of work and assisting with finalizing operational budgets.
- Provides strategic guidance and oversight, establishes business development goals and objectives to meet corporate financial targets.
- Plans strategic business relationships to ensure the growth and success of the company to include forming partnerships with our clients, joint ventures, and other teaming arrangements.
Education, Certification & Experience:
Education:
- Bachelor’s degree in business or IT related field; or equivalent experience.
Certifications:
- Project Management Professional (PMP) (Required.)
- CompTIA (Security +) position requires training and certification within DoD 8570.01-M compliance: minimum IAM Level II. (Required.)
- Certified Information Systems Security Professional (CISSP) Certification (Preferred.)
Experience:
- Minimum 8 years of Project Management experience with IT and telecommunications systems.
- An understanding of the RMF process is required for this position.
Knowledge:
- Comprehensive knowledge of program and project management principles, including fiscal oversight, personnel management, contract administration, operational planning, and full project lifecycle management from conception through government turnover.
- Working knowledge of government contracting processes, including RFIs, change orders, DD-250 documentation, proposal development, contract negotiations, and statement of work review.
- Understanding of logistics, material tracking, delivery schedules, acceptance reporting, and critical path scheduling requirements for complex service contracts.
- Knowledge of strategic business development, client relationship management, and corporate growth initiatives including partnerships, joint ventures, and teaming arrangements.
Skills:
- Strong leadership and team management skills with the ability to direct project teams, maintain contractor and government relationships, and serve as the prime contractor representative.
- Excellent communication, briefing, and interpersonal skills to provide program reviews, stakeholder coordination, proposal support, and executive-level reporting.
- Strong analytical and problem-solving skills to oversee contract changes, logistical challenges, compliance requirements, and strategic business opportunities.
Abilities:
- Ability to oversee multiple service contracts simultaneously while maintaining performance, schedule, fiscal accountability, and client satisfaction.
- Ability to independently manage complex documentation, reporting requirements, and contract processes with strong attention to detail.
- Ability to build and sustain effective business relationships with government clients, subcontractors, and corporate partners to ensure mission and business success.
